The following exceptions to the general residency rules allow a person to be classified as a resident of the State of Ohio for tuition subsidy surcharge purposes. Complete explanation and requirements of each type of residency exception can be obtained by contacting the Registrar's Office.

E-1 Residency
Based upon employment for part-time studentsE-1 of the O.B.R. guidelines state:
"A person who is living and gainfully employed on a full-time or part-time self-sustaining basis in Ohio and who is pursuing a part-time program of instruction at an institution of higher education shall be considered a resident of Ohio for these purposes."
E-1 Residency applies to:
E-1 Minimum Documentation Required
1. Copy of Ohio driver's license or State of Ohio ID card.
2. Three of the student's most recent pay stubs. If the student's employment income includes wages such as tips, the tips must appear on the pay stubs as taxable income.
3. Letter from the student's employer on official company letterheard or a notarized letter that indicates:
(a) Student's name and last four digits of social security number
(b) Quarter for which the student is applying for E(1) residency
(c) Date employment began
(d) Number of hours student is working per week
(e) Rate of pay per hour
E-2 Residency
For Ohio residents on Active Duty MillitaryE-2 of the O.B.R. guidelines:"A person who enters and currently remains on active duty status in the United States military service while a resident of Ohio for all legal purposes and his or her dependents shall be considered residents of Ohio for these purposes as long as Ohio remains the state of such person's domicile."
E-2 Residency applies to:
E-2 Minimum Documentation Required(Either A or B and then C if a dependent.)
A. Ohio Home of Record: enlistment papers, DD214 (discharge papers), State of Legal Residency Form dated at least 12 months prior to intended enrollment, or a letter from the base personnel officer verifying Ohio Home of Record.
B. W-2 and/or most recent Leave & Earnings Statement (LES).
Dependents: (spouse or children) are eligible for in-state tuition if A & B above are met and:
A. Marriage Certificate: A spouse would have to provide proof of marriage.
B. Proof of dependent status: Dependent children would have to provide proof of dependent status as provided by the veteran parent's IRS tax filing for the previous year [dependent as defined in Administrative Rule 3333-1-01(B)(5)].
E-3 Residency
For active duty military personnel stationed in Ohio.E-3 of the O.B.R. guidelines state:"A person on active duty status in the United States military who is both stationed and residing in Ohio (and their dependents) shall be considered a resident of Ohio for tuition purposes."
E-3 Residency applies to:
E-3 Minimum Documentation Required
A. A copy of student/parent/legal guardian's current active duty orders verifying orders to Ohio.
Dependents: (spouse or children) are eligible for in-state tuition if A above is met and:
A. Marriage Certificate: A spouse would have to provide proof of marriage.
B. Proof of dependent status: Dependent children would have to provide proof of dependent status as provided by the veteran parent's IRS tax filing for the previous year [dependent as defined in Administrative Rule 3333-1-01(B)(5)].
E-4 Residency
For Ohio residents transferred outside of the United States by their employer.E-4 of the O.B.R. guidelines state:"A person who is transferred by his/her employer beyond the territorial limits of the fifty states of the United States and the District of Columbia while a resident of Ohio for all other legal purposes, and dependents, shall be considered a resident of Ohio for these purposes as long as Ohio remains the state of such person's domicile and as long as such person has his/her their tax liability to the State of Ohio for at least the tax year preceding enrollment."
E-4 Residency applies to:
E-4 Minimum Documentation Required
Please submit 1, 2, AND 3 if you are a dependent:
1. Statement on employer's letterhead indicating the employee was an Ohio resident at the time of being transferred.
2. Copy of employee's Ohio tax return for the previous year (self-prepared returns are not acceptable)3. (For Dependents Only) - In addition to 1 or 2: 1. Submit a sworn affidavit* from the spouse, parent, or legal guardian living in Ohio that includes the following information:
a) Student's name and last four digits of social security number.
b) Dates parent or spouse has lived in Ohio.
c) Number of years parent or spouse has paid taxes in Ohio.
d) Whether or not at least one parent or spouse has claimed the student as a dependent for tax purposes in the previous year.2. Copy of marriage certificate (for spouse only)
E-5 Residency
For migrant workersE-5 of the O.B.R. guidelines state:
"A person who has been employed as a migrant worker in the State of Ohio and his/her dependents shall be considered a resident for these purposes provided such a person has worked in Ohio at least four months during the three years preceding the proposed enrollment."
E-5 Residency applies to:
E-5 Minimum Documentation Required
1. Statement from the Ohio Department of Job and Family Services verifying the parent/student/spouse has been working in Ohio at least four months during each of the previous three years.
2. (For Dependents Only) :
1. Submit a sworn affidavit* from the spouse, parent, or legal guardian living in Ohio that includes the following information:
a) Student's name and last four digits of social security number.
b) Dates parent or spouse has lived in Ohio.
c) Number of years parent or spouse has paid taxes in Ohio.
d) Whether or not at least one parent or spouse has claimed the student as a dependent for tax purposes in the previous year.2. Copy of marriage certificate (for spouse only)
E-6 Residency
For community serviceE-6 of the O.B.R. guidelines state:
"A person who was considered a resident under this rule at the time the person started a community service position as defined under this rule, and his/her spouse and dependents, shall be considered residents of Ohio while in service and upon completion of service in the community service position."
E-6 Residency applies to:
E-6 Minimum Documentation Required
Please submit 1 or 2, AND 3 if you are a dependent:
1. A sworn statement from the community service group verifying Ohio home of record for the individual.
2. A signed statement on letterhead verifying Ohio home of record for the individual.
3. (For Dependents Only) :
1. Submit a sworn affidavit* from the spouse, parent, or legal guardian living in Ohio that includes the following information:
a) Student's name and last four digits of social security number.
b) Dates parent or spouse has lived in Ohio.
c) Number of years parent or spouse has paid taxes in Ohio.
d) Whether or not at least one parent or spouse has claimed the student as a dependent for tax purposes in the previous year.2. Copy of marriage certificate (for spouse only)
E-7 Residency
For marital hardship.E-7 of the O.B.R. guidelines state:"A person who returns to the state of Ohio due to marital hardship, takes or has taken legal steps to end a marriage, and re-establishes financial dependence upon a parent or legal guardian (receives greater than 50% of his/her support from the parent or legal guardian), and his or her dependents shall be considered residents of Ohio."
E-7 Residency applies to:
E-7 Minimum Documentation Required
1. Copy of Ohio driver's license or State of Ohio ID card.
2. Copy of court papers verifying the couple has taken legal steps to end the marriage
3. Proof of Ohio domicile:
a) Signed copy of rental agreement or lease.
b) Copy of closing statement on a home.
c) If living with someone, a sworn statement from the owner of the residence certifying that you reside at that residence and the date you began living there.
4. A sworn affidavit* from the parents stating the following:
a) The student's name and last four digits of social security number.
b) Whether or not they are providing more than 50% of the financial support for the student.
c) Length of time they have lived in Ohio and paid taxes.
d) Whether they are U.S. Citizens, permanent resident aliens, or what their status is in the U.S.
E-8 Residency
For Ohio National GuardE-8 of the O.B.R. guidelines state:"A person who is a member of the Ohio National Guard and who is domiciled in Ohio, and his/her spouse or dependents, shall be considered residents of Ohio while the person is in the Ohio National Guard."
E-8 Residency applies to:
E-8 Minimum Documentation Required
1. A copy of enlistment papers or a letter from the base personnel officer verifying service in the Ohio National Guard.
2. (For Dependents Only) :
1. Submit a sworn affidavit* from the spouse, parent, or legal guardian living in Ohio that includes the following information:
a) Student's name and last four digits of social security number.
b) Dates parent or spouse has lived in Ohio.
c) Number of years parent or spouse has paid taxes in Ohio.
